The developers of the standard include the Association of Manufacturers and Exporters of Domestic Sporting Goods and Equipment, the Council for Professional Qualifications in the Sphere of Production of Socially Significant Goods, Motorika LLC, and others.

According to the document, the professional activities of such specialists include checking the compliance of rehabilitation products and their components with the requirements of technical regulations, national and international standards, as well as assessing the impact of design factors on their characteristics.

Thus, a test technician (including I and II categories) can accept components and products of rehabilitation orientation, prepare them for full-scale tests and conduct them. To organize the implementation of such tests, it is necessary to involve other specialists - a test engineer (including I and II categories) and a leading test engineer. They can be engaged in the selection of standard programs and methods of full-scale tests, manage their implementation, prepare thematic reports. Next come managerial positions - the head of the structural unit for testing, the project manager, the head of the direction. The range of duties of specialists includes the analysis of trends in the development of components and products of rehabilitation orientation, planning their tests, preparing recommendations for improving design and technological documentation, interacting with external organizations on issues of testing rehabilitation equipment and their components.

To qualify as a test technician, according to the standard, it is necessary to obtain secondary vocational education, and then - practical work experience. It is at least six months for a test technician of the II category and at least one year for a test technician of the I category. To work as a test engineer, a higher education is required - a bachelor's degree, and for appointment to a managerial position - a master's or specialist's degree, as well as completion of advanced training programs in the field of the rehabilitation industry. In addition, all specialists must regularly undergo periodic medical examinations and training in labor protection.

The Ministry of Labor published a thematic draft order in 2022. It was supposed to be approved from September 1, 2023.

In February 2025, the department prepared a draft amendment to the Rules for the Development and Approval of Professional Standards. Thus, for a more precise specification of the skills, abilities and knowledge of specialists, it is proposed to introduce the concept of "qualification characteristics". The document has not yet been adopted.

In March, a draft professional standard for "orthotic engineer" was presented . The developers of the document explained that it was necessary due to the lack of a special regulatory framework governing this type of activity. In May, the ministry submitted another draft professional standard for public discussion - "technician of prosthetic and orthopedic products". The draft order contains information on the direction and nature of work, labor functions and specific labor actions for the specialty.
